Exactly. It is just a spirit realm more than anything that resembles Azeroth but constantly changes.
edit: I refuse to credit Eonar with its creation.
It’s very small and easy to miss but one of the npcs mentions that this isn’t the entire dream it’s just the section where the world tree is.
