The first time I played I created a couple macros
When I logged in today ( second time ) My macros were jibberish… they both have been changed to my user name with something like 1:10 1:10 1:10 jibberish after them. Why?? 
when I tried the one I had for combat it changed it’s self to spam in chat .
Probably an addon misbehaving.

They are saved in both places
A local copy, A local backup copy, as well as being saved on the host.
Kind of sounds like it.
Try looking at file macros-cache backup
It may have a pre fubar copy of your macros
I don’t know if he’s a troll or not, but macros definitely aren’t just stored on the user’s PC. I access WoW from no fewer than 3 different computers (not counting screen sharing to my phone).
The same macros are available on each computer.
It must be my addon. It even did this again in game while I was playing.
Once you fix the addons, try to set the file to read only, while you figure out what addon is screwing things up.

If you set up a fresh PC, the host will send your macros back down to you.
