My fishing would not level up inside Orgrimmar

I got fishing trained on a level 11 character and went fishing inside Orgrimmar. Although I caught fish, I received no levels up on vanilla fishing. I had to go outside to Southfury River and fish there before catches awarded me a level up.

Inside Orgrimmar and Stormwind, you get Shadowlands skill for fishing. Go to any of the zones outside of those major cities and fish and you will get regular skillups. Until you learn Shadowlands fishing you are merely wasting your time in either city as you are actively not getting any skillups.

Thats a weirdly arbitrary decision. A low level toon like that cannot learn Shadowlands fishing. Some of their design decisions are just odd.

Not arbitrary at all. The current expansion is Shadowlands and the phasing for the 2 cities is for that expansion.

Well, if its not arbitrary its still weird. As I said, my level 11 character cannot learn shadowlands fishing. Why would the city even be phased to Shadowlands since it isnt in the Shadowlands? As far as I can recall, nothing at all relevant to the Shadowlands happens in Orgirmmar, other than having Bolvar there to start off the expansion questline.

Its an odd decision but I guess if its a deliberate choice it isnt a bug.

I’m not going to take a survey to check, but I suspect the main population of characters in the capitals at any moment are max-levels hanging out or doing business. If the majority are level 60s playing SL content, the capital not being tailored to them would be odd.

Of course, that’s just speculation.

Aside from the fact that I see just as many lower level characters in Stormwind as 60s, how is the capital ‘tailored’ for level 60s? Just curious, really.

Who is inside the Keep? Is it Sylvanas? Or is it the Council? Sylvanas was the Warchief until she went stupid and then the council took over for Shadowlands.
