It is either the Engineering item of the Re-calibrator OR, you have the effect trinket from the Echo Pre-patch event - which is annoying. My own wife getting bothered.

Does the character have one of the new pre-patch trinkets equiped?

That morphs you while in combat.

bro, I got it from a boss so I just equipped it right away on my alt, just saw the ilvl and I instantly equipped it without reading it’s description… but thanks tho
