I hear this particular arrangement of notes pop up a fair amount in music. Is there a specific term or something dedicated to it, or is it just a common sound and that’s that?

Anyway, closest I ever got to an answer on this is:

Doesn’t really seem to be, you know, like a “textbook term”, but that’s the best I got.
My first thought was syncopation, though the oom cha cha I believe is just a 3/4 beat typical of waltzes. Not that I’m a music person.
EDIT:
Sounds like a standard waltz to me. 3/4 time, usually in a lighter key and mid tempo for dancing.
Other than that no specific term.
