I’ve killed the group twice (non-timewalking) and the item has not dropped.
Any update? Thought id go through and go full completionist before SL. Ive killed the pack of 3 about 10 times now with no drop. Tried killing normally as well as using Soft Foam Sword just in case to extend combat. No drop…
Having the exact same issue. The plans aren’t dropping even though the drop rate is supposed to be 100%. All kills were non-timewalking with warmode off.
I am among many who seem to be having this problem (a year after the OP reported this too!). I have killed the three patrolling Murkblood Invaders so many times that I am now revered with the Kurenai… REVERED, and yet I still cannot get the plans to drop, regardless of Time Walking or not.
Several comments on the wowhead page further indicate that this is an issue (set it to sort by newest).
Still an issue to this day have killed them multiple times every few weeks to try and get a drop.

it’s definitly not looting at all, it’s not a matter of droprate, I killed the dudes like 20 times
I tried to be clever and asked a friend to go there in chromie time with a low level char, and party sync me, then to kill the monsters and it did not work, he got the plan, but not me on my lvl 70 char
This is still bugged, but only for Horde characters. At some point only the Alliance side version of this quest was fixed. I tested it on a level 60+ (So no TBC Chromie time available) Alliance character and the plans would drop 100% of the time as intended. Any Horde character I tested it on that can’t utilize TBC Chromie time is locked out of this quest since the plans will never drop.
This is not only bugged for Horde characters. It’s still happening for everyone.
Bump. Four years from the original post and this is STILL a problem. I have killed these guys enough to change my reputation with the faction. How is anyone supposed to complete Nagrand Slam?
EDIT: I decided to clear Nagrand to see if it would drop as my reputation or level increased. I must have killed at least a hundred of these guys. As soon as I cleared Telaar and got the quests to go to either Netherstorm or Blades Edge, it dropped the first time I killed them. I realize it sucks if you’re like me and ONLY had this quest to do in order to complete the achievement, but you have no choice if you want it. You’ll have to do it again. Good luck!!
Let’s bump it again! I’m not a fan of niche and unspecified requirements for a quest drop to show up. Whatever the coding is for that drop to show, some dev somewhere really should fix it, or at least make it clear as to what you have to do to get it to show.
