The unique mount could be for use on water only, and not a flying mount.
Add some large fishing nodes out at sea so people don’t have to try too hard to fish and they won’t crowd the beaches. maybe the large fishing nodes could run on a timer rather than amount of casts?
Able to be fished from while seated and able to be stood on? Like a seperate entity.
If there’s a problem making it a seperate entity then maybe a standing or sitting “seat” so it remains a mount.?
Why is this not a thing? Fishing is like a community skill anyway, I mean there are so many dumb mounts on the game, why not make a cool unique one that isn’t just another dragon? You would think that this would be a thing.
-edit: To combat people just rolling up and down the shore, you could make fishing nodes deeper in the water just like real life. We have A LOT of unused space out in the ocean, why not utilize it? Maybe make the boat where you have to be at a certain depth or it cannot be summoned.
I would literally pay 100 dollars for something like that. More than the stupid dinosaur crap yall be tryin to sell.

Probably by parking the big ol’ raft right on top of the fishing pool.[1] Would be my guess.
Though I have to say a two person bass boat or maybe some type of floating raft would be cool.
Plus what @Mythosaur said. However if I was on a raft with someone and they moved it… I’d just get off if they were being obnoxious.
Edit to add:
1 - To be clear I could see someone floating their big raft on top of the pool I was fishing. Which might cover my pool and hide my bobber so I couldn’t see it to click. So it would be like people parking big mounts on top of the holiday vendors to grief.

great idea in theory but we all know blizz fails miserably at implementation.
a better idea would be if they had world events where people all gather together at a certain time of day for fishing events, or even puts them in their own big instance together on a massive ship they can fish from and catch gigantic sea fish.
now that would be sick. for fishers anyway. and it would help gather fishers together in one spot or instance so the game world doesnt feel so empty and alone.
This is a silly reason to not have a multi-person fishing mount.
Most people that would set this up wouldn’t do this to other fishers and if they do, just don’t get in their boat? Pretty simple solution to not get trolled 
yes! that’s a good one. like a boat that docks once in a while and goes for a couple hrs fishing or something?

The love boat is a 2 person boat but you can’t fish from it.
I never got into it, but ff14 has something like this. It looked quite fun but I don’t know the details and whether it actually is fun
