Moved from US to Japan - unable to connect

I can’t even create a ticket because it keeps disconnecting me when I try and post files like traceroute and msinfo32. I’ve tried steps like flushing my DNS, renewing my IP, restarting my computer a billion times, and still can’t get my connection to establish.

I’ve contacted my ISP and they said there’s no firewall or blocks in place and should be no reason why I can’t connect. What do I do? Thanks!
