I think you can. It should be the encounter bar.

Correct, it is. Also, the addon Edit Mode Expanded will move it, along with most of the rest of the frames Blizz didn’t build in, like the Bag bar.

I did not notice it was already covered by Encounter Bar. Going to remove the support next patch, as that will just cause conflicts.
