I don’t understand how macros work, I’m just copying what I see. So I wonder, does the friendly target have to be low on health for this macro to work?
I keep trying it on other Pallys in the legion Paladin Guild Hall and just keep casting everything on myself.
This is what I use, which I used back in… I want to say TBC? Might be Vanilla. Anyways:

I don’t know if you need the extra []'s anymore, but I keep them there just for the hell of it. I’m not Holy but I went ahead and put the right spell on.
There is a UI and macro forum which should have the info you are looking for.
I’ve used the Clique addon for years, and have found it to be super easy for mouseovers. You can even designate specs for the bindings so you can make one bind be ret pvp sac, holy sac, and prot sac depending on your current spec

If you have the macro on a mouse button (scroll wheel click, mouse 4 or mouse 5) for some reason it doesn’t work on unit frames and an add-on is needed
Not sure if you were referring to my macro or the others.
I forgot to mention that I use a Razer Naga (12 buttons on the side to mimic 1 - = on the keyboard) and Elvui. It’s just a matter of pressing the corresponding button, and throwing shift/alt into the mix for the spells on my 2nd and 3rd action bars.
