States spell is not learned. Macro is /use [@mouseover, exists] Lay on Hands

Is it still busted after a relog/reloadui?

Also, I recommend the following macro.

/cast [@mouseover,help,nodead] [@target] Lay on Hands

If this is on retail, it will eventually break again because of empyreal ward.
