Is there any way to anchor on the mouse in retail wow ? Asking both if something exists and speculation on whether it’s possible at all

Anchoring it to what, the center of the screen?
You can set it to show loot on your mouse but that’s it. You’d need an addon to make all tooltips to be attached to your mouse.

Cooldown icon anchoring on mouse, used to be able to do it with WA it was popular with healers
There is an addon for 12.0 that can anchor cooldowns (and the castbar) around the mouse.
Search for CursorCooldown-Reloaded on curseforge.
It works pretty well, although I had to hack it to handle and display charges.
It also unfortunately lacks the ability to disable based on your spec.
