(EDIT / FIX : Take the boat to darkshore and back, it will reload the land and debug the mount vendor. Porting to Exodar bugs the NPC, Reloading the land Debugs.)
NPC : Torallius the Pack Handler
Game : Classic Wow TBC
Bug : Interacting with NPC brings up NPC Dialog window with the open shop option, when clicking the open shop option nothing happens. Disabled all add ons, game on current update, other players having same issues.
Please fix, my lil hoofs are sore from running everywhere. 
Same here no addons enabled and game is on current updates. When I click on the NPC it shows me the loot back “What elekks are for sale?” but wont open. No error messages or anything to indicate there is a problem. TBC West Coast server Myzrael.
Bug seems inconsistent. I got my character to 30 just now, got the training skill, then tried to buy Elekk. Clicking on “What elekks are for sale?” did nothing. Disabled all addons, relogged twice, nothing worked, tried for 15-20 mins. Honestly just wanted to quit. Really frustrating to not be able to buy a mount.
I walked away from Torallius towards the docks, turned back halfway, tried clicking on the prompt again, then I was suddenly able to buy the mount.
Still not working for me. 3 days now and no reply from a blue or help. WHY are we paying 15.00 a month…
Try using the ferry to Darkshore and then back so you load out and in to the islands. Worked for me after I tried a hunch. Let me know if this works?

We pay the $15 a month so that they can have those in office pub crawls. The money has to go somewhere
