Does the Discount on mounts only apply to a individuals specific race when hitting honored or does it apply to any race you get honored with?
It only applies for your race, to buy another racial mount you need exalted with that race. For example: humans can buy the dwarf mount if exalted with Iron Forge, I do not believe there is a discount for this.
I did read however if you have a friend that is a dwarf say and I am human and they have the discount of 10% or 20% with rank 3, they can buy the mount and trade it with you, racial mounts are boe.
This is true but with one minor hitch…
The other person still has to have the training to ride that race’s mount. Unlike retail, each race also has their own form of riding training which you must learn before you can use the mount for that race. To train, you still must be exalted if it’s not your own race. At which point, having someone else buy the mount is pointless because you will get the honored discount by default.

Your discount applies to any faction you’re exalted with and for your race.
You can’t buy another race’s mounts unless you’re exalted and that status will get you a discount.
