if we’re talking skaven like rat people, I’d say goblin. Goblins also looks a lot like hairless green rats.

Prolly Worgen then. They’ve got a more ratlike skull structure than Vulpera, and their fur textures are also better suited to that purpose.

Like, if you were going to recreate this with WoW PCs:

Then Ratigan would be Worgen and Basil would be Vulpera.

I agree with the others, skaven like wow playable races. Vulpera for possible looks, though nothing is ever quite like skaven in looks. Goblin for attitudes, a greedy vile subterranean race who owns slaves and uses powerful technology, though again not as grim dark as skaven.
