I agree with you, especially in the context of 2v2.
Most if not all non-ms specs have no chance in pushing rating in 2s, which is another reason that bracket is so imbalanced.
I think this would also open up more comp diversity in 3s.
The downside though imo, is that playing a healer becomes even more undesirable than it already is.
I’d like ms abilities to be largely active though, e.g., like shiv, and not so much things that are applied passively, e.g., like wound poison.
Every spec basically does have it already. Might as well give it to the rest.

MS availability increasing to the degree it has is the reason why they’ve kept making healers stronger and stronger over the last 3 xpacs.
I’d rather remove dampening and replace it with something better.

I just don’t like it because it’s bias and annoying to track to know how strong your heals will be.
