Increase the % chance of burst…
Or give each spec a way to have a 100% chance with an ability (like for devast)

their tier and pretty consistent use of offensive living flames give them lots of essence bursts

In the future pres should get another defensive way of generating essence burst, but this tier set is pretty great.

It seriously made Preservation flow so well, like it should be baseline, I think they are crazy for removing it.
