But I feel like we cannot deny the possibility of a coordinated attack if let’s say Group A hates Person B. Of course there’s still the mod stepping in and having to find real evidence of rule-breaking but the thought that people have the power to do something like that is a little jarring.

That’s exactly how it works, as described by the blues in the CS forum. It’s a direct response to gold-selling spam. If something is reported enough times, it triggers a 24-hour chat squelch pending GM review.
If it doesn’t get reviewed within 24 hours, the squelch falls off and no black mark is noted on the account. If it is reviewed and the GM finds no chat violation, the squelch is removed and no black mark is noted on the account.
If the GM does find a chat violation, the squelch is removed and a silence applied. First offense is 24 hours, and it doubles each time with no upper limit.
Fifth offense is 384 hours (16 days). Tenth offense is 12 288 hours (512 days). It’s a hard milestone to reach, as by the time you’ve earned your tenth silence, you’ve been without the ability to chat for a cumulative total of nearly a year and a half.
