Is there a way to still do Panderia scenarios? I never did one when they were current and would like to see the content.

Yes.
You need to go to the Seat of Knowledge in the Vale of Eternal Blossoms, it’s the area above Mogu’shan Palace where the archaeology trainer is.
Lorewalker Fu lets you queue for normal scenarios.
Loreewalker Shin lets you queue for heroic scenarios.
Lorewalker Han lets you queue for LFR.

Thanks for the help. Are those queues for the appropriate level characters in groups or soloing at higher levels?

They are for soloing at higher levels.
At the appropriate level you have the option to queue for them using the group finder in-game. Although the wait times to form a group for any of them would likely be ridiculously long at this point.
