The portal is not there how do I get there on a new character?
Did you finish (or skip, if on a Remix alt) all the initial quests in the Timeless Isle starting area?
I believe you need to do the first few Isle of Thunder quests, where you fly out there and do a few things to establish your base.
*Edit: The quest log should have a section for Isle of Thunder or Thunder King, something like that, that will tell you what to do.
