You need to unlock the ability for each character to teleport to these two zones.
One. There is no garrison established on new characters.
Two. Dalaran intro sequence takes 40 seconds to complete. The npc outside of Orgrimmar that starts the Legion Invasion preperation, sergeant something. Lets you skip the whole event. Teleporting you to Dalaran. Unlocking the hearthstone from your toy bag.
(Stormwind npc is in tbe harbor I believe)
I dont recall if you need to be in chromie time Legion, if low enough ilevel to start the quest automatically.
If you had to talk to the npc in legion dalaran to the immediate left of entering the Citadel in northwest Dalaran to re-enact that part of history. (As a max level)
