The main driver on getting the violet protodrake was the fact that it+the achievement granted 310% flight speed to your character automatically because you earned the event meta.
It is currently no longer working and upgrading characters from 280% to 310%.

it only granted it to you in wrath than with cata pre patch release they switched it to being the master rider skill that you gotta buy, but if you had a 310% speed before hand you got it free of charge for any toon that at expert riding skill before than. So if you just got the proto drake you will not get the 310% speed unless you buy it from the trainer.
No, this was giving alts with 280 flying, 310 flying before Tuesday.
Confirmed issue. Hopefully not intentional and it gets fixed? I just got the achievement today, with the intent of using this for my alts. Pretty upsetting to be honest, considering prepatch dropped midway through the final event I needed.
unless it was a bug that was happening to give you that cuz you normally have to buy the 310% speed
Please fix this, this was the huge thing for the reward for doing all the yearly events. This is something that we spent a year maybe two trying to achieve, for the 310%
This was a problem in original mop, and was later fixed with a hot fix.

Yes. Please fix! So many alts leveled with JJ only to not get them the upgraded riding is lame, especially when it is a known bug and was fixed before. Please give us the fix blizz 
This is reference accurate to both original Cata and MoP. With 5.0.3 originally the Violet Proto-Drake lost its ability to grant free Master Riding. That is to say, that ability only existed during original Cataclysm, and was intentionally removed heading into original Mists.
