Starfall outpost has a moonwell (Just outside the Garrison), however it is not considered a moonwell when you try to craft there. This makes it extremely inconvenient to need to leave Draenor in order to craft things. I am pretty sure Blizzard intended this to be a moonwell hence there being one, however I am not sure it was put in correctly.
