I have always wondered if a Moon Guard Council could be created. Mind you this is just an idea for the players and it could help with server lore.
A Council of 7-10, Horde and Alliance elected by the players. Given the percentage of horde players online vs alliance would determine how many seats one side owns. Council members must be active players, of a particular age range, and be able to maintain a flexible demeanor, and mindset. If it is determined that a player is continually bias they can be voted out by players or the council themselves.

If a guild wishes to claim a small area as their domain, it gets the councils approval and is written by a council recorder or historian. Council is not lore-bound so what a guild does in their domain is their choice. If two guilds wish to claim a domain they have to promote their idea and get a vote by the council as to who is given the claim for a period of time. After that period of time the guild must relinquish rights to that domain and it is open for another to claim. Domain claim is 30 days on/30 days off (something to discuss).
Council members can help vote on issues regarding player disputes. Guild issues regarding functionality (ie Scarlets RP in stormwind.) Allowance of Horde players in the city for RP purposes. (cant control the npc actions course.)
Council members cannot vote on guild issues if an alt character is a member. Individual players determined to be trolls would just end up being blacklisted and ignored. Council can sponsor guild/group events. Like the rave party in Uldum, or a guild recruiting event in Stormwind. Each Council member can choose one guild to sponsor as their choice in what guild to join. Council members cannot sponsor guilds their alts are already members of.
A council member can’t have alts that are guild leaders. Again that can be considered bias towards vote impacts. (This is something that can be discussed as well). Council votes found to be impacted by gold or other bribes are immediately evicted from the council.
This all just an idea and of course a majority of players may not like it but it could help with a lot of community involvement. The more players are involved the more their opinions can matter and impact the server as a whole.
Council historian would have a guild listing to know what guilds are active on the server, regardless of the number of members. Players introduce themselves to the council to be recorded in the archive of all moon guard players (who they are, what they do, what group they are affiliated with, etc). Council could recruit guilds to act as a police force during events to help maintain the peace.
Council member terms are something decided by the players. If it is determined that the entire council is elected through bias actions or suspicion of such actions by a sound number of players from multiple guilds/players, the council is disbanded and a new council will be elected. All actions or decisions are placed on a wait period until a new council is elected and sworn into office.
Council members must hold office within a respected neutral location to prevent horde/alliance assaults. A raid location would be suitable so as to prevent unwanted player involvment or harrassment during council sessions. Players would be invited to the group to phase in with the council to discuss their situation.
It can be a bit of hard work but this is the level of dedication it would likely require to operate a council. Of course a council could be just alliance based. Horde domains would be off limits when discussing property or placement of operations.
