I am a druid, I logged out, logged back in and he was still stuck there. Just wait for him to respawn and do not be in stealth or shapeshift. He needs to be able to grab your character without any changes to your normal form. I ensured i was at the farthest point and slowly trickled forward until he stuns you. Once Huln speaks, you’re good to go.

Yes 2nd part of this that is bugged it would seem. If you are a druid do not shape shift. If you do bug it out go die and come back to reset it. other wise it will just bug out every time. also do not stealth. I had to go get killed and come back to get it to reset and work right.
The fun irony here is after you fly away after doing the quest bozo huln says “for all of our stealth, it was able to detect us” - uhhh, bozo, when I stealthed you hozed up the quest!
What worked for me at the end was that no stealth and shapeforms. I had to reload and relog a bunch times tho because huln went missing after one relog lol
