Yep, DKs are the same way

I gotta convert cape/belt/bracer/boots if I want the sets

This was the same for SL, for some appearances you have to convert items

Not for a Demon Hunter, no.

Probably so players keep using the catalyst after they get their set bonuses.

By boots are heroic quality and I want the normal apperance though?

Players would still be missing item apperances even if they could all drop. very few players are that lucky.

Run some +12 thru +15 keys til you get some leather boots, and then convert them?

That’s the only option, but I’m still not exceedingly happy about it.
I like Dungeons, But I hate the idea of specifcally running through lower level keys waiting for one specific slot to drop.

Then you need to convert a normal ilvl piece
I believe the Primal Infused (385) items give Normal Raid pieces

The good news is for leather you can run shadow moon which only drops belt or boots!

Otherwise, check back in 8 years to see if they add the appearance to trial of style like they have with some legion appearances.

Can anyone confirm this?

I did it on my Rogue yesterday, it gives LFR raid pieces, so you’ll have to do low level M+ or the Normal off-tier pieces for the apperance
