So ive decided to stick with monk over shaman as my new healer after all of the feedback in my other threads on that matter.
Now i need some advice on leveling. Obviously relying entirely on dungeon queues to level up isn’t realistic, but since im focused on healing ive been using a staff weapon… only problem is that staff cant be used with windwalker for soloing or questing, so im stuck either getting another set of weapons or picking either mistweaver or brewmaster for non dungeon content.
Between the two, which one has better damage or leveling efficiency?

I’ve leveled like 6 monks to 100+ so far and BM/MW is definitely viable for speedy leveling. I’d probably prefer MW if i’m being honest. And leveling almost exclusively in dungeons is also entirely viable. I think MW gets a dmg buff (all healers, i believe) at lower levels so they don’t feel slower than other specs while questing. MW will tear through questing mobs.
Do each dungeon once just to complete the quests, then move onto the next. Usually, I’ll do 2-3 random dungeons to start in hopes of getting 3 different dungeons. After that, i change it to specific and select all the ones I haven’t run yet. I do this at the start of every xpac for some bonus xp. Also, i make sure to complete all bonus objectives in the dungeons.
Queueing as a healer, I typically have a 3-6 min timer. Tanks usually get instant queue pops. Also, I use full heirlooms, darkmoon faire when it is up and the xp pots from 7th legion/honorbound vendor.
With the monk daily xp buff, you’ll level super fast.
edit: Just made a new shaman around last Monday, leveled entirely as resto and he just dinged 111 today. Did almost entirely dungeons with the exception of 2-3 BGs for fun and some of the troll quests in stranglethorn and zul’drak. Also did about 1/3 of jade forest (up to the hozen village) and some of hyjal (up to the part where the forest is on fire). Since i did those questing zones for the lore, i out-leveled many of the TBC/WotLK dungeons (had about 5-6 dungeons I hadn’t run by the time I made it to 80). And since i did some jade forest and hyjal, I also didn’t get to half of the MoP/Cata dungeons before out-leveling them. Don’t skip the intro to WoD, i usually do, but got excellent xp this time, was 92 by the time i made it to my garrison. And don’t waste your gold on an elixir of rapid learning for the gorgrond trick as it isn’t needed. I did half of frostfire and two dungeon runs and was already like lvl 96. Flew to gorgrond (because i hadn’t yet finished the questline leading to gorgrond), did all of the bonus objectives in gorgrond and 2-3 in talador and was already 100. Once i got to Legion content, I skipped the broken shore intro, went straight to azuna and did all the bonus objectives and the quest chain leading to the dungeon quest, ran the dungeon, and headed to val’sharah. There, I only did the quest chain leading to darkheart thicket and all of the bonus objectives. Hit 110 and headed to BfA. Hope this wall of text helps.
Leveling as mistweaver is fine; it’s fine to level in healing specs in modern WoW. (It could be painful in vanilla.)
You probably won’t break speaks records, but the difference also won’t be that big. Beyond that, I’m a big advocate of leveling as a spec to actually learn to play it; people who level DPS and don’t heal until max are so often bad at it (though that may not apply to you, of course!)
