I am looking at a Windwalker Monk who is dual wielding two one handed weapons but has them both transmogged as two Brewmaster artifact staves. I thought it was a warrior at first but no warrior has access to those staves. How are they transmogging those like that?
Not naturally, but there’s a transmog trick that people figured out. Paladins have been using it to tank with Ashbringer for months, Frost DK can use it to get dual-wield Apocalypses, etc.
Yea it’s just to walk around looking cool it’s not actually functional like that. Babylonious has a video how to do it and honestly it’s not worth the trouble

Can this be done on a death knight? I got a two handed sword I’d love to dual wield as frost.

Think I know what I’m trying to do later tonight. Right now however, I got a fresh 60 goblin mage that needs love and gear 
Well Hot fix is now coming, blizzard now knows how to do it and has detected fun so hot fix will be done soon.
