You click the broken control console and nothing happens, pretty sure there is supposed to be some Will of the Emperor dude.
If it’s heroic, it’s supposed to do nothing.
You have to click on 4 of the pipes in the play area to the left and right of the room past the stairs.

I did all of that and it still wont start >.<
