Is there a mod that looks at all the world quests and computes which ones would be upgrades for my current gear, and maybe highlights them? I did some searching but the results were all irrelevant to what I was trying to do so it might not exist or I might have picked bad keywords. Anyone know of something like this?

Neat, yeah I saw that but the version I saw was for legion, I didn’t know there was a BFA version. I’ll dig deeper into that, thanks

That combo is a good one, but it requires you doing the looking and a bit of work with pawn. You asked for something which computes upgrades.
Here’s one that does, with clickable links. It will show upgrades, out of the box, with no configuration:

It will also show you quests to do for achievements, pets, toys and more. As main characters progress - getting the gear and completing the achievements - it may seem less handy.
Content updates (such as the recent update to the gear awarded from world quests) refresh its usefulness for these characters and it will remain useful for alts.

It gets better as you do more, though you don’t need to. You can set minimum upgrade levels, choose which achievements to not track and quite a bit more.
As mentioned, it’s particularly good for alts.
