As topic. By “singleton” I mean “quest items of which only one is required”. The items themselves may or may not be tagged “Unique”.
To reproduce, find a quest that has drops which require one of an item to drop. I first noticed this doing the Mazzranache quest in Mulgore (https://classic.wowhead.com/quest=766/mazzranache )
and most recently noticed it when the Tanaris distress beacon dropped (https://classic.wowhead.com/item=8623/oox-17-tn-distress-beacon).
Having found that quest, kill a beast which would normally be skinnable and is capable of dropping the quest item. You will see that when it does not drop the quest item, after looting, you can skin as normal. Repeat until the quest item drops, loot the beast, and see that you cannot skin it.
I have noticed this only while playing solo - I don’t know what its behavior in a group would be.

Noticed this again yesterday on Gammerita, bug is still around.
I think I have a pretty good idea what causes this, having played around with it awhile. It’s not about whether the quest requires “only one” of something, it’s about whether the quest item that drops is available to ONLY YOU or to ALL MEMBERS OF YOUR PARTY.
If the quest item is available only to you, after you pick it up, the monster no longer has it. Now you can skin the monster because his inventory is empty.
If the quest item is available to your entire party, after you pick it up, the monster STILL HAS IT, because he has to be able to hand out up to 4 more copies to other players. The monster’s inventory never becomes empty, so you can never skin him. The monster does not care that your party does not actually HAVE other players in it (which is PROBABLY a bug?).
