Mobs level up while you fight them?

I was killing a Bloodsail Swashbuckler and it suddenly went from level 42 to 43. Is this normal?

Did you have a drunk buff that wore off? If you drink alcohol and get drunk you see mobs as lower-level than they actually are.

Thanks, I remember drinking something one the Bloodsail Swashbucklers dropped. I didn’t know that was a thing.
