What is up with that? A sigh or a cough once in a while makes sense, its a city with people. But whats with the constant moaning, sighing, gasping, grunting? Are people chugging tea that’s too hot and moving furniture constantly, and at the same time? It’s super wierd and distracting.
Seriously. This has been a thing for months and a constant point of derision in Trade chat. This can’t have been intentional, surely.
It’s normal.
I go to walmart daily. I hear the same thing there.
Oh and crying babies. Least we dont have that

There is a lot of annoying idle sounds in Dornogal that people have made addons to remove them I think.

Found a thread that gives a couple addon names you can use to mute custom sound IDs.
It’s intentional. The animation Ronesh uses specifically uses “fidget” sounds that make him sigh and grunt periodically. Wowhead comments has a way to mute those. In the upgrades room, there’s an Earthen that sleeps and yawns. Blizz’s wonderful sound design! 
I can’t say I ever noticed it besides the 1 npc that sells the cosmetic transmog sets.
Its happening constantly near the mission table and Faerin. : (
