Been unable to hand in Onward and Upward quest for over a day now

Same. I and several other players were just experiencing this issue on Uther. No NPC (the female admiral, I think) at the designated spot on the map.
Reporting I am having this issue on Stormrage. I was also having the issue of literally not being able to leave the Skyfire before as well. It would just constantly teleport me back up.
