Mists Profession Stats Bugged?

Mists of Pandaria stats for professions appear to be bugged? (Stats as in a gem recipe gives +15 int and +30 mastery, as an example) With some of the new recipes being lower than mid tier blue rarity recipes. I’m not sure if this is just me but my enchanter/JC has all his recipes from MoP giving LOWER stats than most cata recipes… in both the preview in the crafting tab and the crafted item stats tooltip in inventory

Surely that can’t be right? And I talked to someone who said that they’re mining toughness passive new rank for Mists (Rank 8) does nothing? Are the displayed stats for all these things just wrong? Or are they actually worse stats? Or do they scale or something? Ive gotten conflicting answers.

And yes, this is with addons off also. If I’m just being silly and missing something, and its working as intended I’ll gladly delete this post. If I’m right though that seems pretty gamebreaking and I’m surprised this hasn’t been addressed yet. Hopefully someone here can confirm or explain this.

Stat scaling working as intended. They will have their full effect at level 90. below that they will scale down and show lower stats.

Good to know, but why would MoP recipes scale lower than cata recipes? Shouldn’t the cata recipes be lower than MoP recipes? I didn’t know they were being scaled but why would MoP jewels and enchants ever be less than Cataclysm jewels and enchants?
