Mists of Pandaria Timewalking Campaign

My level 10 went to Chromie and selected Mists of Pamdaria Timewalking Campaign and went to Pandaria. She did Complete Quests in Pandaria. Now it is telling her she has to be level 15 to continue the Mists of Pandaria Timewalking Campaign. And no she doesn’t want to be a level 15

I thought Timewalking was suppose to be different.
