Another player “Cluey” [gnome mage] started this report in Support/Technical Support forum, 8 days ago, only to have the response that it was posted in the wrong forum. It should have been posted in Support/Bug Report and it won’t be addressed by the developers because the Tech Support staff do not have the authority to bump the “bug report” to the right forum.
This bug has been going on for 6 months that I know of.

I only just encountered this error recently on my BfA troops as well. At first I thought, well, it must be the current troops bugged, but, I have recruited new troops and the new troops also came… uh… incapable. The riflemen must have had their rifles smelted down for the Maw assaults, the elekks and mechanotanks got into a fight and scrapped each other, etc, because the troops are all Zero Percent Added ordinary citizens now.
In my case this problem is only a few days old.
It resembles, but is not the same as, the Mission Descriptions missing in my Legion order hall, but in these last couple of days, some of the BfA ones were missing contents too.
I don’t know who let the anima wyrms nom on your database but you’d better get that checked out.
I want to add that I first saw it on the WoW Companion App, and hoped it was a desync error, but it’s the same in Boralus at the table proper.
This seems to have begun for me since 9.1. In BFA & Legion Missions, troops do not counter anything, their abilities are gone. Doesn’t matter if I try in game or on the mobile app. I did notice that I had an alt that I hadn’t played since before 9.1 and his troops that were on missions had their abilities but when the mission was over they were useless. It seems something in the patch screwed things up. Or its just a way for Blizzard to force everyone out of older content and into Shadowlands.
I’m 80% sure that’s not the case. What’d be the point of Chromie time if they just want us to avoid doing past content.
I’m just really desperate for this to get fixed. I’ve reported it in-game myself but haven’t even seen anyone from Blizz respond to anyone.
I can’t get a 100% rate on a story necessary mission no matter how I arm my champions without a Veteran of Argus, and while normally waiting 16 hours for something that could fail wouldn’t be too horrible, the fact that I SHOULD have a guaranteed win changes the whole dynamic, you know?
I have no idea who prioritizes dealing with these bugs. A daily quest to slide down a mountainside with penguin gets fixed, but a major system in legion and BFA has been broken for almost a month and we still don’t even have an acknowledgement via a blue post
What really infuriates me is that it feels like I’m being punished for using more than one mission table enough for them to get “full” in some odd fashion.
Surely keeping their contents separate enough that advances upon one have zero effect on others would be useful.
By the way I checked the disc space in my phone and my computer alike, neither of them are anywhere near full, so it’s not that.

I have a character who just barely phased being able to pay resource for a specialist among the Krokul and it gave me someone who’s got Veteran of Argus status.
I haven’t started the mission - which is on the critical-path quest line - because I have zero confidence the power will be honored AND ESPECIALLY no confidence that I’ll ever get another one even if it is.
Until this is fixed, I feel like it’s risky to even do the Shadowlands tables.
I don’t see a way in this forum to attach photos of the effects, so I’m going to try the in-game bug report.
edit I tried to use the in-game bug report system to submit photos, but it had no power to accept any, so I at least mentioned this thread’s URL.

…If Blizz would have bothered to regression test the Mission Table feature for several expansion packs at once, we wouldn’t be running into this at all again ever.
