Missing Silithus Portal to Stormwind

Attempting to do my HoA questline on my priest. I’m at the portion of the quests where I have to meet Magni in Uldum, and the portal to Stormwind from Silithus is missing entirely.

I’m missing this only on one of my characters, a Void Elf Priest, every other 45+ character I have has no issues.

Anyone have any potential fixes for this?
