Missing NPC to start an available quest "A Better Future"

The NPC First Arcanist Thalyssra is missing from the outside encampment location where the questline for “An Elven Problem” takes place.
I know I should have this quest available, because it is indicated on the map.
I have also checked on Wowhead that I have completed all the prerequisites. I even have completed the quest that comes right before this one.
And if I go to the instance of Thalyssra that’s in Shal’aran, she does not offer the quest.

Please help I want to be able to complete this questline.

You may need to be lvl 60 to start this one alot of end game quests for older expac need u to be lvl 60.

Try completing the dailies in the areas or quests this is usualy caused by a phasing issue.

This is not relevant to the OP’s issue. There are several threads up in Bug Reports and Tech Support about the funky lag and disconnects and such. Please don’t hijack someone else’s thread with an irrelevant issue to the post.

Well this character has been through Legion, I even did part of this questline before when it was current. Officially it’s a lv 45 quest post-squish.

Also, I do happen to be 60, I don’t know why it hasn’t updated on the forums.

Instead of derailing a thread you should be opening a new thread while ur situation mite be similar it usualy has a different solution.

There are no WQ immediately close by, they’re all pretty far away. All the other NPCs are present at the encampent. It’s so bizarre and frustrating.
