Missing hearthstone after creating a new character in Shadowlands pre-patch. It is not in my bank or bags. No bag addon is being used. The innkeeper does not offer a new one. I have marked the cache, interface, and WTF folder as old and restarted. How do I get a hearthstone?
Did you finish the tutorial in stormwind?
My mistake when posting this question. I am on a horde toon. Level 12.
Did you set your hearthstone location at the inkeeper, or just talk to them looking for a dialogue option?
As Vivikah said, if you did Exile’s Reach, you get your first Hearthstone as part of the intro questline after getting to Orgrimmar. If you didn’t do Exile’s, then try setting an inn as your new Hearthstone location, if you haven’t already. If you still don’t get one, then either it’s somewhere among your belongings and you just overlooked it or it’s a bug.

Also, if you ever get one of the hearthstone replacement toys in the future, you can find them in your Toy Collection and drag it to an action bar from there.
