Missing Fractured Spark of Fortunes - Apparently unrelated to existing bug

I completed my weekly quest and did not receive my fractured spark.

/dump C_CurrencyInfo.GetCurrencyInfo(3132)

Returns quantity 3 MaxQuantity 4 but I already completed the quest so How do I get it now?
