Got the ring on my alt and did the initial skip cause I already did the quest before. I did the remaining quests and got my Cyrce’s Circlet to 655 but im missing one upgrade. I looked some stuff up and saw it can drop from rares but I’ve killed about 20 rares at this point with no drop. So here I am to ask the kind fellows of GD if they know if I’m missing anything before I put in a bug report. Any help would be appreciated 
Make sure you didn’t put it your bank on accident. Otherwise, keep killing rares and opening chests.

You can get upgrades from many different sources on the isle. Some of my alts barely touched the quests for upgrades and just got them from chests and rares.
Did you do the one where you have to get 10 instances of it proccing? I always forget about that one. Also killing the three bosses gives really good odds of just dropping an upgrade gem.
Did you check the three NPCs in the camp that offer the upgrade quests? The week-2 quest doesn’t show up until you “fill the bar” and are able to enter the storm… then the goblin NPC will show “Juicing Up and Storming Out” which is completed in the storm zone (but the quests doesn’t even show until you fill the WQ bar).
Honestly I wouldn’t bother. I’d do the weekly and some of the table rares and hit some chests.
They drop pretty frequently for catch up.
