The tailoring crafted item “Tuxedo Jacket”, a chestpiece, is classified as a shirt when transmogging. It looks very strange to not be able to wear a shirt underneath it.
Are you sure it’s not “Tuxedo-Like Shirt” you’re seeing? My Tuxedo Jacket shows up in Chest and I can mog a shirt with it.

My point being, I can’t mog a chest slot item with it.
is indeed a jacket, which goes in the chest slot.
a shirt can be worn underneath it.
…are you sure it’s not a different item you’re thinking of?
