Since Tuesday after maintenance all my characters mining and herbing gathering is normal like as if I just started the professions. Before Tuesday I could instantly mine and herb.

First: Gathering speed is governed by Deftness, not Finesse.
Second: Did you pact with The Weaver last week and forget to re-up the pact this week? You’re missing a 15% or 30% Deftness buff if you haven’t.
Third: Are you missing other universal Deftness buffs, like Darkmoon Firewater(purple vial) or Fizzy Apple Cider?

I don’t think I even had that fizzy apple cider or the darkmoon buffs. And yes I did the pact with the weavers. The weird thing is that it’s not only affecting one character it’s all of them.
