In Vanilla and Outlands (the two tested zones), while you are hovering over a ore node (mount is showing flying animation, and is not touching the ground), it is possible to mine the ore nodes. It does not matter what mount you are on, as long as you are in the steady flight mode and “hovering” (very important)

For the bulk of the game’s history, mining was blessed with hovering mining when using a mount buff that would allow interacting while mounted (Legion, BFA, Shadowlands, and the early part of DF). Late in DF and throughout TWW, this seems to have changed.
I don’t recall old school flying allowing mining in Vanilla through MoP. As for WoD, I probably never thought to try as the garrison stable was not useful to my miner alts. But by the time Legion added Demonsteel Stirrups, I discovered hover mining by accident soon after I gained Legion Pathfinding and never once thought to complain.
