If it’s like the other profession gear things, you can right-click on it to make it go away.
If it’s from a mining equipment or tool, you can right click on the buff to make it disappear, or take the nuclear option and download Leatrix Plus and set it to never display transforms.
Edit: if it’s from the quest to chase the otters away from the fishing hole, you have to relog to remove that.
I thought the Fin came from the Otter Daily since you’re trying to scare them away by looking like a Shark.

Last time someone came to GD to complain about a red dragonscale looking fin it was because they picked up the Tuskaar quest to chase/scare away ottuks and didn’t finish it. Abandon it or go do it and turn it in.

If only turning it in made it disappear.

Try picking it up and abandoning it again? If that won’t do it then I guess it’s bug report time.
It’s the horrendous pooping shark fin from the Otter fishing daily. I log out and back in to lose it after doing the quest. Just cut the fin from the quest, it’s turrible,

I even logged twice and the horrendous thing is still there. Please make it stop!
For some reason, the fin is set to disappear not when you turn in the quest, but when you scare the final otter. So if you scare the final one, leave the area to catch schools for the other daily, and return, the fin will get re-applied (because you’ve entered the quest zone again) and get stuck to you.
Either turn in the otter daily before you leave the area, which will prevent the fin from getting stuck, or relog after completing it, which clears any visual effects that you shouldn’t have on you.
but I haven’t left the area and have relogged and its still there.
Yeah, this isn’t how it works, at least in my experience. I always turn it in before leaving the area, and it never goes away until I relog.
