The red target markers that indicate the active torch target braziers associated with the Torch Tossing game at the Midsummer Fire Festival event in Stormwind are not aligned with the actual torch targets. It looks like the braziers were moved from their old locations but the code that marked the active target you need to hit was not moved.
In my case it was the More Torch Tossing quest, but I assume it also affects the first time quest to teach you the game. You are only able to complete this quest/game by trying to aim where the targets seem to be and hoping you estimated close enough to hit them.

Same here. 4 of my family members and I can not finish this quest or daily if unlocked already because we can not tell what brazier the arrows are pointing at. The arrows aren’t even close to the braziers.
This is for the one in the main city Stormwind, on the Khadgar Server. Not sure about other servers.
Now we went to Iron Forge and it is working correctly there. So we can at least do that Quest / Daily in Ironforge.
You can go to another major city, or aim where the fire pillars used to be. That’s how I completed it. Just aim where the arrows point.
Same thing happens for me. I have to aim for where the arrow is rather than the Brazier
