Well no, after one second midnight is over. After one tenth of a second midnight is over. After 100th and so forth.
So how short a time is midnight? Well it would have to be the shortest time possible which is one planck time or 5.39×10−44 seconds. Any time shorter than that has no meaning either in the classical model of physics or in quantum theory.

Maybe. Depends on the exact definition of “midnight”. If you define it relative to UT, yes. If you define it by old-fashioned local time, no; it marches ever westward continuously.
