So Midnight introduced a silly mechanism where you have to buy certain recipes from the cauldron next to Camberon instead of learning them from him directly. This is one of those recipes. If you look in your Alchemy profession book and find Primal Philosopher’s Stone under the Unlearned section you can hover your mouse over the “Recipe Unlearned” for that recipe and it will generally tell you where to get that recipe.

You’ll need to recycle some Midnight potions to get the Stabilized Derivate needed to purchase the recipe.
