Metzen wrote the lore of the Worldsoul Saga. So obviously he knows what is planned.
That’s exactly what the Black Empire did too though. They aren’t native to Azeroth either. The old gods just showed up and enslaved the natives of Azeroth (i.e the elementals). And we know this isn’t propaganda either as we travel back in time to the point it happend and see the Elementals fighting the old gods.

It would be nice if Metzen intended to derail this “Bad things are good, and good things are bad!” narrative and the associated cosmological chart.
But I’m pretty sure he intends to continue the ongoing efforts to fit the square peg into the round hole.
I mean, I don’t disagree with your basic premise, but since none of the current races existed before the Titans started meddling on Azeroth we kind of have to wonder who were even serving the Old Gods at that point.

It doesn’t really matter. Blizzard makes the lore and they can go back and change things if they want. They aren’t beholden to how players think things should go or that a threat is past.
Nerubians are just one force that wants power regardless of what the younger races on Azeroth want or have accomplished. That makes them an adversary.
